It is not unusual to have a guide foot/feet not lay flat on the blank. With a little effort the guide foot can be bent to sit flat.

If you remove material from the butt end and the distance from the reel seat to the tip does not change, the power/action / whatever will remain the same.
The only change you MAY notice is in the handling because of a slight unbalance or "feel" from the weight reduction and over time you will subconsciously adjust to this.

I do it the same as Roger. If you don't have a scrap spinning reel to cut down, you can order a similar type tool from Mud hole, item "CRB-ALNMT".

The rods I built for my use have a carbon fiber fore grip and a cork rear grip.
I applied two coats of U-40 Perma-gloss on the fore grip and U-40 cork seal on the rear grip before I installed them.
The fore grip is comfortable, never feels slippery, sheds water, cleans easily and seems indestructible..

Sounds like two of the same parts of epoxy was mixed. To try to cure it using additional heat or application of more epoxy indicates there is a problem and is not recommended.
The fix would be to try to remove the tacky layer and apply a new layer.
To remove it I would determine which solvent is most effective for that brand of epoxy, DNA, xylene, acetone etc. If possible test it on a porti

After I align the guides by eye (82 year old eyes), I go outside and eyeball it and I go inside and eyeball it then I ask someone to check my work, usually my wife, kids, neighbor or anyone who may be near by.
I make any adjustments necessary and go on my way. The rod always ends up with guides aligned.

Yes, you can mix and match just about anything as long as the parts can be modified and or adapters can be fabricated to mate with the various components.
HENCE the word CUSTOM.
BUT, keep in mind not to exceed the limits of the mechanical properties of an individual component. Too thin a wall here the wrong material there, sloppy fits, etc.

No matter what type of grip is used there is no need for the grip to be stretched or subjected to any type of stress. Snug or slip fit is all that is necessary.

I read an article that shows how the white silk thread becomes transparent when the finish is applied giving the illusion of an unwrapped guide.
Get a small spool of silk and some scrap material and play with it.

If the blank is .69 dia and the cork OD is 1,06 dia the wall thickness is .37 divided by 2. The wall is .185 which is still thick enough with a loose fit as Michael suggests..

I would build on the straightest axis if it falls on the spine all well and good if it doesn't so be it I doubt if anyone will notice and neither will you.
Placing the guides in the same location is acceptable and will mask any scars from the removal of the original guides.
Keep the blank clean during all phases of the rebuild.
It will be good experience and give great satisfaction.

Follow the instructions of the manufacturer, because if one has issues with the product the first question that is asked is “did you follow the manufacturer’s directions”.
If you want to experiment, that is OK but use scrap material so if or when the results don't work out you only lost some time and epoxy.
If you want to mix by weight then you have to determine the weight per unit of volu

Personally I believe aluminum seats have gone the way of knickers and sword fighting.
When done fishing try to wipe and brush down the seat and rings before unlocking the reel. It should get free enough for you to do a thorough cleaning.

I agree with Roger, Acetone and Xylene are excellent solvents, Xylene is does a good job of removing silicone which is a major cause of fish eyes.
YES, these solvents like any other solutions can be risky and dangerous if your are ignorant of their hazards, or careless in applying and handling, or not using PPE (personal protection equipment).

The reality of life......, when ever I show off a rod I built the inspection goes as follows but in no particular order.
They look at the at some of the wraps and rub it with their thumb, next they flick or swish it back and forth and then they sight down the rod.
I will put money on the table that if the guides are not aligned, the response will be "nice rod" and they will polite

Except for speed of operation I don't believe one system gives better results than the other.
Power wrappers evolve as a result of need. Most beginners start out hand wrapping and as interest or volume of rods increase the need for a power wrapper is usually the next step.

I don't know how many rods are involved or how long the temp is at -40 but;
Think about removing the reels and storing them inside. Individually they don't take up much room they can keep your socks company..
The rods without reels may not take up much room and may be stored in a closet or rafter.
If the rods can't be taken inside bundle them and put them in a cardboard tube or PVC pipe
