Jeffery if you are a flipper and want to understand a little on how this effects flipping distance, try this experiment.
Go out side with your flipping rod. flip like you normally do and note your distances.
Next
Grab line between stripper guide and next and flip as before.
What you will notice is that you will gain about 2 extra + feet of distance.

personally never use arbors,
If the real seat has a carbon insert, I will use them to fit to blank (if needed), But will eliminate them if not.

Based on your info, from a tournament bass anglers perspective making 500 to a 1000 casts a day
who usually is casting at specific targets
That means I can use about 10%(+/-) less effort on each cast allowing the arms to be a lot less tired towards the end of the day helping to maintain accuracy and efficiency

I'm 5' 8-1/2" tall
some times pitch over 100 ft. {but mostly in the 35 to 50 ft. range)
personal preference is 7' 11-3/4" to 8 ft. But the 8 ft. mark is because most of the tournament circuit's I fish restrict the length to 8 ft.
Length of rod can be more of a benefit in flipping then pitching

It can be easier to skip with spinning gear (especially with lighter baits)
But with bait casting gear, I can more accurately put the bait exactly where I want it.
I think part of that may because I can more precisely control the exact moment of line release on a bait caster with the thumb. then I can a spinning rod with the fore finger.
and is diffidently easier to feather the line to slow

I agree with you about moving the lure one way other the other, and also with tom's last comment.
But mostly when doing so, it is to curve the line while allowing the bait to remain on course.
I fish around a lot of Cyprus trees with wide hanging lower branches, that many times prevent being able to cast straight past a tree, to reel a crank bait, buzz bait spinner bait back close

To answer your question:
Anything you add to a blank diminishes sensitivity, action, and crispness of the blank
more epoxy then needed
larger guides then needed
more thread then needed
longer fore grips then needed
only increase those losses!

Tom and Joe are both correct
The expanding urethane foam under carbon skin is definitely better then - cork, EVA foam, wood . but still has a dampening effect on the rod.
For that reason (with the exception of the first couple of core grips built) I've always removed the foam.

I'm a little bit of an oddball in that I've always used 8 ft rods for target casting square bills .
I find that when running the trolling motor from a standing position the 8 ft rod is long enough to reach out past it

I've been using Batson's 8 ft XP964 popping blank for square bill crank baits for close to 10 years now.
It is amazing for that technique
Also great for top water prop baits
Batson's Popping blanks make great crank bait rods I Just prefer the 8ft length
