If you/they truly want a Semi-Micro style layout
Then I would not use runners larger then 4 mm to 4.5 mm max
and would suggest 6 mm-5 mm-then 4 mm runners
Any guide size above 4 mm effectively takes you out of the Semi- micro styles of bass rods
With the 4 being the tipping from micro to long time standards for bass for guides.
You can still make it a Semi-Micro layout by using- 6 mm

NO WAY I would glass for flipping.
First being the weight factor mentioned above.
Second and equality important is the lack of sensitivity glass has compared to graphite.
You can choose the action you like, but you will land more of the fish you hook with a moderate fast action.

some sand papers are treated with silicone to keep dust from sticking to paper.
could be your problem
I would sand back close to carbon,
Then take and thoroughly clean with Dawn dish soap using green abrasive scotch bright cleaning pad
rinse off
wipe dry clean with coffee filters. (Food Line brand does the best with out leaving lint behind)
allow to dry completely before re-coating

after 30 years of building went from hand wrapper Pac Bay wrapper (loved it ) and used for several years, until switching to the ALPS wrapper with upgraded chuck. The Pac Bay has sit in storage ever since , just in case I need it one day as a back up.
I prefer the Pac Bay thread carriage a little more then the Alps, but not enough to switch back

wrapping it conventional won't solve your tip wrap problem and may make it worse.
you might try a different tip fist .one of the styles designed to be more tangle free.
How are you using this rod. If you are suing it for flipping or pitching it may have more to do with your casting style then the tip

Mr. Kirkman shared with me the idea of using orange fly line over ten years ago,
have used it ever since, WORKS GREAT!
I tape the one end along the seam of the reel seat ten pull taunt trough the tip.
Also use it for static testing guide placement, and alignment of spiral wraps, its high visibility just makes thing easier to see and correct.

although not an excellent fly caster by any means.
I love the ability you just lay a fly on the surface of the water with barely a ripple. However they're not permitted bass tournaments
Tom Kirkman taught me how to cast a fly rod and the advantages of being able to snatch 60 ft of line and lure out of a spot,
and immediately lay it down in another location when chasing small pods of school

In a word: CONTROL
Bass (large mouth more so then others) are ambush predators
As such the like to hang around, behind, or with in structure: docks, stumps, bulk heads, clumps of grass. rocks, Lilly pads etc.
While at the same time being skittish.
Which requires pin point casting with the ability to slow the bait down to almost zero speed before it hits the water to eliminate excessive nois

I've used the Batson RX8+ 822.5 for my drop shot rod for over 13 years now. Set up as a bait caster with the weights mentioned.
Don't think it was a poor choice or would have switched to a spinning rod.

My absolute favorite blanks are Batson's Rain Shadow blanks
That being said.
If your looking for a moderate action flipping blank (my preference also)
Batson does not have a flipping blank the fills that need.
It will the same with Mud Hole's MHX blank.
Both brands are Fast action
Liberty is a good blank, but their FS764 is not modeled after the Shikari 764 (IMO best flippin

if they are Batson guides. then quality is not he problem.
Do you put then in a boat rod locker.
I have seen several occasions where guys damage the guides pulling them out or pushing them in
With out realizing they are getting caught on the edges of their rod tubes, or catching them on parts of the rods storage cavity doing the same

it depending on what I an using rod for
lighter rods I match size except when using 1.5 through 2.5 micros then I will go with 3mm top. (Not available in smaller sizes.)
on heavier rods will use 4mm tp 6mm top depending on technique using it for. heavier lines tend to bind when at an angle to top. (pitching,flipping) I'll use a 6mm
and I prefer the stouter tip for duability for throwing thin

At the Rod show last year Bill Batson had some awesome graphite heavy duty salt water bent fighting butts
That were made by Ferrari at their Northern Italy auto plant.
They have worked with carbon fiber for years in their car bodies and frames
So is quite possible that blank was made in their plant also

your rods will work for building a data base,
but your results will be slightly off.
Do to the fact that your rods have components on them.
The handles and seats will stiffen up the butt sections some, that may not be as important as the guide effect.
Due to the fact there is not much flex in the butt section, but on lighter rods could have a greater effect
