Not that I'm aware of, some places that might make one. Graphite USA or CTS, expect to pay a lot more. A decent 1 piece blank is that much money and more.

Try the Rainshadow 10 ft 5 wt blanks in the bargain basement section at the Bingham's Ent. site to the left. A beautifully built green blank within your budget.

Looking at the miniscule amount of info on casting and spinning rods/blanks on the CC data site, I don't see much help there either.
Looks like it's time to pull the my rods down and get to it.

The Cascade Composite XP842 popping blank from Mudhole I think would cover your needs, was my favorite weight rod for bonefish and specks when I lived in Florida. A natural 8 lb test rod.
