It depends on what look you are going for. If you are looking to have a straight line the rod then one thread at a time is required. Otherwise eight at a time will work and give a different look.
Expand this picture and you will see the result of wrapping in bands.

The stuff I get is white, but yes it is lightly sticky. I try and fill the weave with epoxy as I wrap the tape around the blank.

Use the mesh drywall tape. It will allow support along the whole length.

If it gives you the finish that you want, then it is approved :) It sounds like a good method.

Fuzz will depend on the type of thread. stick with polyesters and nylons and you should be good. Rayons and cottons have been known to have issues.

The ferrule is built into that tip over butt blank. I would do a wrap on the ferrule, as close to the end as possible. The wrap would be about twice as long as the diameter of the blank. I have used American Tackle guides on the blank in the past.

My tensioner applies pressure to the spool, not the thread. I use a spring with a tiptop secured to it to provide a constant (nearly) tension on the thread when backing up.
The end of a rod blank would work as well.
For the Fly tying bobbin, hang some weights (couple ounces) from the frame of the bobbin to supply the third hand. I haven't tried this, so it may not work.

Another option may be to create the new handle and add it to the existing by epoxying pins from the existing handle to the new extension using the existing holes.

Check for a mailbox/reshipper in Niagra Falls/ Buffalo. I get things shipped to Ogdensburg (15 minutes from the house) and go and pick it up. :)

Define fast or slow. I turn about 30 RPM, but the best finish I have gotten was by hand turning. This could have been due to the slow speed or to the thinner coat of finish.

Don't forget to feather the ends of your diamond pattern threads after you have 5 to 10 tight wraps in your tie off.

For using Lumiseal, once dispensed from the paint can, I use the bottom of a soda can(full) that I cleaned and let dry. I use what I need of the dispensed Lumiseal, and let the rest dry. Right before dispensing more, I remove the Lumiseal from the bottom of the can.
