Cork Tape

Rather than use two layers of cork tape to build up or profile a grip, what is suggested to apply to the blank? Material needs to grip blank well, needs to provide a good substrate to the cork tape, and ideally needs to be thin enough that multiple layers may be used to create specific profiles. I think Phil's suggestion is probably your best bet if you're married to cork tape. There is an alternative, however. Have you considered a cord grip? They're very tactile, durable and easy to wind/apply. Different sized cord will create different sized grips.

You can make your own. Or... buy the full length reel seat arbors that many sell. Same stuff.

I've seen them on several of the vendors on here.
