repairing a loose exposed blank reel seat

I was given the task to repair a loose reel seat on a friend's Zillion casting rod. The rod was purchased used so warranty will not cover the repair costs.
This is an exposed blank/skeleton reel seat. cutting it off and replacing it with a new one is not an option. any suggestions on repairing it without having to remove the threadwork?

can the front locking nut be completely removed from the seat?

How loose is the seat? Just a minor rocking or a full spin?. If a full spin, can it be moved upd the blank as well? if so, clean as much of the old epoxy as possible and re-glue.

I ended up cutting off the threadwork. the factory prep work was extremely poor. i'll be cleaning it up and re-prepping it before i glue everything back together.
