I know some of the sponsors of the board make decals for customers, but do they also help with creating the artwork? I don't have Adobe Photoshop or Corel Draw and don't want to buy it for 1 design. Are there services out there that help in this area too?

You can not go wrong with Jimi at Southern Graphics. He did my logo design, was very reasonable and fast.
I highly recommend his services

Gimp has features compatible with high end Adobe photo editors. They are really for people experienced with photo editing.
