guys.....which rod blank would be a good choice for throwing 1/4 oz and 3/8 oz Spinnerbaits. it will be a casting rod..

The 822.5 has a bit softer tip that I prefer for spinnerbaiting, but I'll second the RX8+S823. For those spinnerbaits in heavier cover, and IMB783 or 843 would be a good choice as well.

I too think the the tip on the 822.5 is to light for a spinner bait.

No, it is a St. Croix blank. They build their Avid series on these. I use these myself for blades in heavier vegatation in MN or any other place with heavy weed cover. I think that you will really like it if you give it a try. I have not used the others that have been mentioned so I cannot give an accurate comparison, either way I don't think you will be unsatisfied with any of them as they are all available from sponsors.
