Questions about lure rating formula using CCS

In the Common Cents System articles, there is this formula for determining lure rating:

For the upper end of the weight range:
(1.5 x number of cents) - 20 = weight in grains
For the lower end of the weight range:
(.8 x number of cents) - 20 = weight in grains

How were these formulas derived? Why 1.5 and .8? Why 'minus 20'? I'm just trying to understand it. You see, besides not being a whiz in math, I live outside of the U.S.; I don't have shiny new U.S. cents for measuring IP and so I'm thinking of using Canadian coins then weighing them in grams; if I have the total weight of the coins in grams, is there a formula for determining the lure rating (also in grams)?.

I came up with it (just pulled it out of the air) as a stopgap measure until Dr. Hanneman could address the issue better in his Universal Rod Rating System.

If you have RodMaker Volume 10 #4 you can find it in there. If not, it may be on the photo page here somewhere. If not there, I'll try to put it up tomorrow.

The funny thing is that the figures he arrived at are very close to what my formula provides.

That Universal Rod Rating System is interesting; is there anywhere else we can read up on it besides RodMaker Vol 10 #4?

I want to learn more about it. Maybe the CCS website can be updated with it (whoever is responsible for that site). I guess I may have to find a way to get a copy of Vol 10 #4 but for now, all I need is the process and/or formula for determining lure rating. No rush, Tom. Just post it when you get the chance. Once again, thank you.
