Rainshadow RX7 ISB 780, really fun blank. Fast light tip, surprising butt strength. The action is about perfect, very similar to SC MLXF in action, but lighter power. Only 6'6" but obviously can be extend to whatever length needed. Only concern may be that it is not made with the highest modulus material. If the ISB 780 ever gets cloned in RX8 I will be building several.

Are you going to be hand holding the rod or putting it in a rod holder? From your IP info, it looks like you are in Minnesota so I assume you are restricted to one rod.
If the rod is going to be in a rod holder weight is really of little concern. The glass and composite choices are great.

The rod I used for a 1/16 oz jig with a Zoom Finesse worm for several years was built on a Rainshadow ISB 780. Light tip, strong butt, worked great. I rig the jig/worm open hook, not Texas rigged. I was interested in the light weight of the Lamiglas XMG Spin Jig blanks, so last winter I built a Lamiglas LSJ 781. I have been using it this year and it works very well. Not better or worse than

My first thoughts are St Croix 3S59MXF and 4S510MXF. If the tip power is a little heavy on those, a 3S63MLXF could be cut down. For me personally, the tip is a little light on the MLXF for 1/4 oz, but that is personal preference as that rod has plenty of butt strength to get the job done.

I saw an episode of Scott Martin Challenge on WFN where it appeared that the flipping/pitiching rod he was using had a a spinning guide closest to the reel. I think it was a telescoping blank and the spinning guide looked to be about the end of the butt section. It looked like the remainder of the rod was wrapped conventionally.
