Robert,
Typically viewed, the present day USA American flag has a blue background with 50 stars in the upper, left corner with 13 alternating red and white stripes (7 - red, 6 - white = 13, the original number of states within the U.S.) below and to the right of the blue background containing the stars (50 = the 50 states). While I am quite certain that the number of stripes has always been 13, the number of stars has changed over the years to reflect how many states are (were) presently in the Union.
But REVERSE flags are somewhat common as well, especially on the sleeves of military personnel clothing. While the left sleeve may sport a “typical” direction american flag, the right sleeve was often “reverse” to accommodate the appearance of the wind blowing from front to back. Nonetheless, the blue background containing the stars is typically left-top.

stars should go to the tip of the rod in my opinion. I see some wrapped the other way and I think it has to do with the book or other they are following and not thinking about which end of the rod is which….(
