Printing water slide labels

Hi All,
I am going to print some labels on my ink jet printer. I have 2 questions. 1. What program are you using to create the artwork? Preferably a inexpensive one. 2. i plan to print a label to cove the entire butt section of a split grip. Can you point me to a how to tutorial to make it appear seamless? I recommend photoshop elements for creating things. It's less than $100. Or you can get the full version of Photoshop for a monthly subscription now, rather than spending $800 for it. If you're creating your own brand logo, you could get a months sub to create it, save it as a jpeg or bitmap, and then cancel your sub. If you are going to create different decals for each rod, may be better to just get the elements version.
