Kurt,
What exactly are you asking? The two blanks that you listed - are they in current production and what brand blanks are they - if they are in current production. I don't know exactly what you are asking on the last sentence of your post. Are you taking about looking for the spine of the blank, or the soft spot on the blank where the rod snaps to - when the blank is flexed and allowed to rotate? Be safe Re: dif in these rods ?

Kurt - I have built number of the MHX 9' & 10' PF rods as long spinning rods for crappie fisherman. They are inexpensive, very functional and tough as nails. They are a composite and thus are heavier than than the ST blank you listed, but the ST is much more expensive. The PF blanks pair very nicely with the PacBay minima guides, I use the M and F minima guides and set up the guide train according to the Fuji KR concept. The lightness of these guides give PF rods a lighter and more responsive feel. Have also built on the MHX ST1142 for the same purpose and it is a very nice and light rod with a little faster action than the PF blanks. I know what you a talking about when you mention putting the tip top up on the covex side of the spinning rod. This was done to straighten the rod when the guides are on the bottom, and the reverse was done for casting rods. Rods today are being built on the straightest axis and this usually corresponds with the rod bend facing up or down. I have to mention that modern rod blanks tend to be much straighter than the old fiberglass blanks. Hope this helps.
