What technique you use to leave the totally flat resin?

Be sure the rod is level. Finish runs down hill.
Don't use too much finish. If you overload, it will sag.
Work with small batches. One large batch might start to set before you reach the end.
Apply the finish, then leave it alone...
These finishes are self-leveling. Any touch-ups you try will work against you.

Make sure the room and resin are up to temp, 70-75* at least (usually not a problem).

And I check on the curing process every 40mins to a hour, testing tackiness with the left over resin in the cup.

If I do get a sag or drip, a quick shot of heat thins it and allows it to be "rotated" back into the other finish. Just be very careful with the heat.

I think he's referring to a non-gloss finish.
