Just curious, what is the real difference in a spey conversion turned into a float rod or a blank designed specifically to be a float rod?? Is it length, power, lightness? Re: Spey Conversion

Usually the motivation is to get a 4 piece blank.
The difference is in taper. Spey blanks are much slower action - flex deeper into the handle than even the softest float blanks. Re: Spey Conversion

All my 11'6 TO 13FT float rods for salmon and steelhead are built from 2 or 3pc spey blanks. Yes the taper and the action would be the biggest difference. They would tend to be lighter then a comparable float rod. If you are building a blank out, the obvious adjustment would be the guide placement of the stripper, reduction and choke guide.
