URRS/CCS Lure Weight HELP

Having never used Table 2 (page 19 RodMaker V10 #4 - Universal Rod Rating System/CCS) for determining Lure weights, can someone please clarify for me how it’s used correctly. Is it the ERN of the rod or the TP/Tip Power values that determine the lure weight? Or, is it each of the values of the ERN of the rod, the TP and the PR (2nd column) used to determine the low, nominal and high end respectively? I’ve reread the article several times, but still unclear. I must be doing something wrong because when I compute the lure weight for one of my rods (ERN 20.3/TP 12.6) that I had previously rated at .28/.69 ounces, it would now be over 1 3/4 oz.
I've reread the article again and my conclusion is that my first assumption is correct and the designated lure weight (1 3/4 oz) for this particular rod is correct. Not even close to mfg rating (1/4-5/8) or the "old" CCS table "C". I'll admit I'm being subjective when I say that 1/2 oz lure feels "right" for this rod. Judging from all the responses to this post…or lack thereof, I take some comfort that apparently, I’m not the only one to lack confidence in either understanding the table or with the designated lure weights being valid.
