10 foot rod for throwing metal lures off rocks

Hi Guys,
My brother has asked me to build him a 10 foot rod for fishing off the rocks. He is going to be throwing mostly 2 ounce or 65 gram metal lures (give or take an ounce). He is insistent on a graphite blank even though I have told him of the pitfalls and I need to keep the components under $170 total (I am not charging him for the labor). What would be a suitable blank for the job? I am located in Australia but order quite a bit from the US as well so I am happy with blanks sold in either country. Utmost Enterprise has these listed - they're composite (RX-4) so they should be tough enough to take some punishment & meet your price point:

Where in Aus are you? I'm in Perth and just bought some 10' 2 piece blanks from a rod builder who's retiring and getting rid of stock. He says they're from Thailand. Anyhow, they're very light weighing 162gm. Will easily handle 65gm as max casting weight is definitely more than that. Will not put the price here but suffice to say that it's nowhere near mentioned above but then it's unbranded. Not that branded means much as I broke a Purglas in Quobba and that's not a cheapy. In contrast my cheapy 8' graphite costing $20 has seen a lot of abuse and is still strong. I also bought guides and thread. He's got quite a selection but the thread wasn't that much of a bargain.
