Yes. Heat of Perma Gloss has been highly overstated!! But as with anything you haven't tried before run a test first before trying it on a rod you have spent time and money on. Re: Perma Gloss Heat Reaction

I've had problems with permagloss over decals. Be careful the solvent can cause problems. Test first!

2 coats of CP over the decal will allow you to use permagloss over it with no problems with heat Re: Perma Gloss Heat Reaction

Just make sure your cp is completely dry and cured. I've had Perma Gloss destroy a label, covered with a white cp, that I thought was dried enough.
