Take a look at the Pac Bay TRMB 845 they are 7' but sounds like what you are looking for I just built one as a spinner, it has great action they also have 2 more in the line that are a little heavier. Hope this helps.

The butt handle will be 14"
I guess I could do a oversleve - But why
There is nothing at 7 1/2 or 8 ft

I have a list as long as my arm -- But how flexible are the tips Will the bite be able to be noticed And then have the power to pull the fish off the bottom

Not sure how soft the tip is since I have a heavier version but a phenix black diamond PSW760L 7'6" 8-25 1pc mod- fast action or PSW760ML 7'6" 10-30 1pc fast action sounds like maybe a good choice. I have the 7ft heavy version and it has a relatively soft tip( for a rod rated for 20-60lb line) and loads of backbone. I have used mine for live bait fishing and shark fishing on the bottom and I can see plenty of tip movement from the bait or critters nibbling.

A long time ago, before I began buildign my own rods, I caught many Fluke on a Daiwa Apollo boat rod. The rod was fiberglas and stiff, but I never had an issue feeling a fluke bite. When drifting a fluke bite feels like snagging bottom. When you feel this, you release line (keep the reel in free spool, the Penns were great for this since you didn't have to turn the handle to engage the reel).

Without knowing the water depth, current conditions, or size of the fish its tough to recommend a blank but a hot shot or even a flipping rod for up to 2 oz. casting weight should be fine. This should handle sinkers of up to 4 oz. easily. The tips are light and there is plenty of backbone. Don't forget fluke are not the only fish in the neghborhood.

If you need to handle heavier sinkers, then I would use a light Musky rod or see if Billy is up and running. He sells the Hercules line.
