I just bought five blanks from Mudhole blank madness sale. The blanks are unsanded dull grey graphite color. My queztion is, does anyone know of a process I could use to add luster to these blanks

put them in your rod lathe
Turn on and polish with brown paper bags like what you would get from grocery store.
tear off lager enough pieces to work with. fold over blank applying finger pressure (do not wrap around blank, paper will get away from you)

I have built several of them, and have painted a couple. On the last three I built, I put a couple of coats of automotive wax on them, after I apply my thread finish. I really like the look. Some of them have some residue that you need to clean off with Alcohol before you wrap them.

Are they unsanded or just unfinished? If they are unsanded, there would be square-shaped ridges on the blank from the woven material in the pre-preg.

If it's just unfinished, then you can apply paste wax as Tom suggested or you can use permagloss to coat the blank and give it a shine prior to wrapping. The paste wax will give it more of a matte finish but shinier than the current state.

Personally, I would suggest the paste wax route. Adding finish adds weight.
