I'm going to say it will be held in the same city and at the exact same time as I.C.A.S.T.
Or
At the Greensboro NC Coliseum- At the same time as the Bass and Salt water Expo. In the other building they have at the complex, or on the second floor of the main building itself.

If Bill Stevens can take it to Thailand then I'll go with Sydney, Australia and you can still have it in February as it's still pretty warm hear at that time of year.
