For those of you who are using the CCS system of measurement, has anyone ran across a blank currently produced that falls within an ERN of 9.83 to 10.63 and an AA of 78 to 82 and 6 foot 6 inches to 7 foot long 1pc spinning rod?

The only spinning blanks I measured were 7' AmTak Matrix Green/Black 2pc blanks
AMSP843-2 rated 1/8-3/8oz, 4-10lb test.
ERN=12.4-13.1
AA = 75-76
I would think that there is a blank that meets your requirements but don't have that info.

I've just downloaded the information about the Common Cents System and quckly scanned thought it and it seems to deal with fly rods. Is the CCS applicable to all blanks? I build primarily casting and spinning rods.

It measures all rods. It doesn't matter what kind of rod it is.

The CCS measures power, action and speed. It has no idea what your blank may have been made for what you intend to use it for. Nor does it care.
