Bill,
Fishsticks has some CTS fly rod blanks in that size listed. Give them a call and see if they have one in stock. I have two CTS fly rods and they are a great product.

Look for a Back Bouncing blank. They make tremendous blue water fly rods. Stay under 9 feet, though, for better leverage without having to reach up on the rod.

This is a good example about rod design and action a blank doesn't know what is suppose to be until it is built

What are the grain weight spec's for 16 to 18 weight ?
The heaviest I've seen documented are 15 weight @ 550 grains.

Assuming 600 grain
7' IM7 blank butt dia approx .470 mid length dia approx .310 tip dia 8
8' IM7 blank butt dia approx .540 mid length dia approx .370 tip dia 8

Assuming 700 grain
7' IM7 blank butt dia approx .490 mid length dia approx .330 tip dia 8
8" Im7 blank butt dia approx .570 mid length dia approx .390 tip dia 8

Looks like a strong medium to weak med-heavy spin blank

The ERN for a 16 wt is listed at 173 pennies, I assume there's math somewhere to calculate how many pennies for an 18 wt. Keep trying blanks until one third deflection requires that amount of pennies . . . or you could reverse engineer the lure ratings.
