Ah, you're learning of one of the miseries that plagues builders of surf plugging rods.
I use size 6 running guides for a lot of my surf builds. I do this because when nothing is going through the guides but the fishing line, you can go really, really small with the guides, and reap a pretty significant weight savings (it's the old micro guide argument). And this kind of setup works great, with one exception: there are no commercially available tip tops with a size 6 ring and a tube large enough to fit over a surf blank.
If this is the case for you, you have two options:
1) Use a guide, either single or double-foot, as a top
2) Use the top with the smalles ring size you can find, in the tube size you need.
Because with surf rods, an extra couple of grams, even at the tip, isn't such a big deal, I usually just get the closest match I can find, and don't worry about it (I do this also because I'm lazy). But if this is a lighter rod, I would look closely at using a guide - it's not that hard to do, and you'll save some weight at the tip (as opposed to a guide ring that's bigger than what you need). It's worth doing some research if you can't find exactly what you want in a commercially-made top.
