Loose fitting ferrule

I have an old rod to repair that has the ferrule made with an over sleeve on the butt end to form the female end. Over time the male end has worn and will not fit tight enough to fish with. Does anyone have any ideas how I can make this ferrule system a snug fit again?

If the tip fits into the butt, then you have a tip-into-butt ferrule. These are very hard to repair because they do not automatically adjust for wear - they simple wear out by nature of putting a smaller area into a larger area.
You can attempt to put a coat of urethane onto the tip section to enlarge it slightly. This will sometimes buy you another season or two from such a ferrule. .............. Re: Loose fitting ferrule

Would it effect the action much if I just glued the rod together and made a one piece rod?

No the action would not change. The rod will still initially flex in the same area.

There is another solution to your problem. It is something I have only done a few times over the years. A bit more time consuming but will last for years. Dependant on the material the ferrule is made of I have soldered the male ends. I build up the material and then sand it down until I get the fit I am looking for. If possible remove the ferrule from the rod this will keep you from buring the blank. If the ferrule can not be remove be very carefull not to fry your blank. The repair will last several years.
