Decal Application

I am adding a decal in an area on top of a thread wrap. I am assuming I should cover the thread with finish, apply the decal and then add another layer of finish. Do I need to apply the finish first or is it possible to add the decal directly on top of the thread and only apply one layer of finish? Thanks!

For a nice and flat surface put a coat of clear on first let dry then the decal.

I always put a cot of finish on before applying any decals
