Blank Recommendations -- Kids' Surf Rods

I've been toying with the idea of building a few rods for some local kids, and I'm stuck trying finding the right blank. Here, generally speaking, is what I'm looking for:

Something in the 8 – 8.5 – 9 feet range
glass or a composite
moderate / moderate-slow action
2-5 (or similar) lure rating
10-20 or 10-25 line
one piece preferred, but not mandatory

These will be kids from about 8-12 or 13 or so, and the rods will primarily be used to fish for smaller denizens of the surf: spot, croakers, kingfish, that kind of stuff. The idea is that they'll be targeting these fish with a 3 or 4 ounce sinker and a small hunk of bait. If possible, I'd like to give these kids at least a sporting chance if they hook into something bigger -- this, along with cost, is why I think I'd prefer a glass blank.

One would think that an economical blank like this would be easy to find, but the only stuff that I've come up with so far has been way too expensive to justify building for snot-nosed kids. Does anyone have any recommendations for a blank like this?
