Should the guide ring face be at 90 degrees to the foot or slightly forward or does it matter?

Doesn't really matter although most these days are angled slightly forward.

I always make any guide at a 90. can not see having a tilt and make the top and bottom of the ring smaller then the sides

Dave,
I typically have the guides angled slightly forward.
If you look at a rod that is flexed, you will find that the line path and the angle of the line and guide face seem to work better if the guide is angled a bit forward.

Just do some testing, with the guides at 90 degrees on an unbent blank, and then slightly forward on a flexed blank. See which you prefer.
Most different brands of guides come from the manufacturer at a slight forward bend.

Good luck
Roger

When casting there is not much if any bend in a blank. I feel having the full ID all around the ring is better. Don't think it really matters but that's me.
