Scott,
For years, I have used Simple Clean cleaner and a hand brush or tooth brush. Very effective and very easy.
I simply put the rod in a laundry sink, spray down the handle with cleaner and use the brushes to scrub the handle. I rinse with hot water and reapply if needed.

I do same as roger. Sometimes a light sanding after cleaner if the grip is bad enough.

Soft Scrub works for me and doesn't remove any cork like sandpaper or scotchbrite pads might do.
