Down locking means the threads on the reel seat are toward the tip of the rod. You screw the seat nut down , toward the butt, to hold the reel.

it is just the orientation of the reel seat if you tighten the nut down it is a down locking...if you tighten the nut towards the tip it is an uplocking.

But if you take an up locking seat and flip it around it becomes a down locking.

in theory, yes. with fly reel seats, there are design differences which make it not such an easy switch.

there is an uplocking/downlocking reel seat by struble which is kind of cool but again i'm talking about fly reel seats..

Right, on some uplocking fly reel seats, the forward hood is made to be hidden into the grip. So if you flip it around, you have an unfinished hood showing.

With the exception of some fly reel seats, about anything else can be positioned either up or downlocking. With some fly seats, you have to order the seat for the specific application you desire.
