Finding the spine on a flippin stick

On a flippin stick with a retractable butt is it necessary to find the spine the butt section?

It's not necessary to fine the spine on the upper section either, but if you feel you must, go right ahead.

After I find the dominant spine I looked down the rod and it curves to the right of the spine. Am I off or is this normal?

This is very normal. Many builders and most commercial rods are built on the straightest axis rather than the spine. The spine really has little to no effect on a rod in actual fishing use.

I would build on the straightest axis. The rod curving to one side would probably have more of an effect on performace than the spine would
