I have a blank with a Matte Finish a guy at my local fly shop told me that i would need to apply a finish to the whole rod. is that true? sorry for the elementary question.

There is no reason to finish a matte blank. I prefer the matte finish and have found that the matte finish will not show scratches like a shiny finish.

One of these days I am going to search way back in this Forum and hunt for all the things that "the guy" at the local shop told someone. I am tempted to build a rod using all of the advice exactly as reported. That rod would really be a doozy!

Bob your logic is the same as mine - the only thing I have found better is the "sanded" finish on the Lamiglas blanks - not only does it not scratch but; a. no prep to get water break condition - better bonding with adhesives and b. the uniform pre installed scratch pattern is quite attractive and works with just about any thread color.
