Am I correct to assume that a "water break free" surface is similar to when water beads up on a car -- the surface is clean and water sits on top of the surface rather than spreading on the surface? I know this topic is covered in back issues of Rod Builder which I have many. I just wanted to make sense of a few posts I was reading. Thanks for the reply.

No, just the opposite. When you see water bead up you have a surface that can't be wetted and won't allow an adhesive to easily adhere. When you have properly deglossed the surface by vigorous scuffing with Scotchbrite (or very fine 400+ grit sandpaper) you will see water flow and wet the entire surface rather than beading up and running off.
