RodMaker Magazine volume 2 # 3 had this info - Ed Dao at ColorWorks in Charlotte, NC can make any color, size or style dry transfers you need. I have not spoken with him in a couple years, but as far as I know he can still do these. Try him at 704-568-9222 and see if he can do these for you.

They would probably be as expensive as buying decals from Decal Connection. The "New Waterslide" decals are extremely easy to use and Jimi will make any quanitity you want.

The dry transfers have an advantage here as once you have a sheet of numbers and letters you can put any name or nomenclature on the rod, to order. You don't have to keep going back for more every time you need to put a name on a rod. However, they will only last for about a year (dry out) and must be applied one letter at a time. Some pros, some cons.

Dry Transfer lettering is hard to come by, I had to order direct from Letraset in England fto get the sizes/color I wanted for my last sets. I have some lettering that is still usable after 10 years, kept in a dark area, drawer with the original backing.
