I am building a steelhead casting rod on a Cascade Composites 10'6" blank. I am spiral wrapping the guides (first time) - I can make the transition from the reel to the underside of the rod with just two double foot guides. The third double foot guide is on the large end of the tip section. I may have to adjust the position of the third guide slightly so that the wraps are proportional. How long does the ferrule wrap need to be?

Very short. A guide wrap is more than enough unless the manufacturer states otherwise. Such a reinforcement wrap does need to be snug and located as close the opening of the ferrule as possible.
