Too cold in my garage to dry at times, do not want to move the extra wrapper inside . Have a 30 Rpm motor that I can use . Would that be too fast for a good finish?

Not necessarily, but depending on how cold it is in your garage, the finishing speed will be the least of your problems.

Or, are you asking if you can finish inside with the 30 RPM motor? That should be fine.
