I found this page from a knife making site. It is how to make your own stabilized wood, useing wood hardner. I have not tried it but it could be used for wood reel seats. I am waiting to get the stuff and for it to warm up so I can do it outside, since there is a warning to do it with good ventilation. I guess this is not true stabelized wood but is the only thing I have seen that I could do in my back yard. I think it would be best to turn the seat to close to what you want harden and the re turn to the final shape.

There has been many posts on this board regard the question you are asking, just do a search for " stabilized wood". Here is a link to one thread [www.rodbuilding.org] be sure to see the comment by Andy Dear regarding the product you are talking about!!! If anyone knows about stabilized wood and reel seats he does.
