All I have used thus far in my short experience of fly fishing is 2pc. I am going to build a 9' 8wt St. Croix Legend Ultra (IPC). My "logical reasoning" tells me a 4 pc would be faster than the 2 pc.(?) Re: Fy Rod Blank: 2pc VS. 4pc

No, the number of ferrules has nothing to do with the action of the rod. The design is going to determine the action. It could be that St. Croix has designed the 2 and 4 piece models to have an identical action, although it could also be that the 4 piece is not meant to be identical to the 2 piece. From what I remember, they're pretty close, but if there is any difference it won't be because of the ferrules.
