do I need to do a wrap under it, or can I do the marbling right on the rod blank?

You can do it right on the blank. But you may wish to consider an underwrap if you're going to marble very light colors on top of a very dark blank. In other words, nearly all colors are brighter when done on top of a white background. So, a white NCP underwrap won't hurt.
Of course, you'll also find that color tinted epoxy is quite opaque, and for that reason unless we're talking very light colors on very dark blanks, it's not necessary to make a background underwrap. ............. Re: When marbling...

I do, as it keeps the white just that much brighter.

You can also just paint the portion of the blank that will be marbled white first.
