Anyone know where I can purchase a 8'-6" or 9'-0"
Blue rod blank for casting.

Talon used to make some blue blanks and the old Loomis GL2 blanks were a matte blue.

Yeah, St. Croix SCII blanks have a nice matte blue finish. Graphite USA makes a wide variety of beautifully finished blanks too. You might check with Mudhole on their "special" blanks. They have had some nicely finished blue blanks too - really reasonable & good performing medium weight.

Dick, I guess you mean the SCI glass and not the SCII (which is graphite). These can be used as casting, trolling, or spinning blanks.
The 8' are Medium or Medium Heavy and have moderate action.
There also is the SCI glass catfish blanks in 8' with heavy power rated for 15 - 60 lb. and 1 - 8 oz. These could make up into a powerful casting blank. Not sure what Joe had in mind for the ratings.

The color of these is midnight blue matte finish. We carry most of these in stock.

There also are some steelhead blanks from Forecast in Dark Blue. These are 2 piece and in 8'6" or 9' with up to 12 lb. line rating.

Allstar also has blue matte blanks. I think it's the IM10x series. Jann's Netcraft sells them.
