I've built a couple for myself and different family members.
I usually use 1 piece of 3/8 red oak plywood (I like the look of red oak) and build a center cabinet w/ doors (much like an entertainment center) for holding reel boxes, oil and grease, misc, tools for tuning and repairing reels. I just extend the bottom out past the cabinet and add hooks on the top to hold the rod.

A heat gun is the way to got but be careful when you're working with it (shrink) is doesn't take much to blow a hole in it.
The company I work for uses shrink to wrap our boilers when they leave here and it's pretty tough stuff. Good luck.
