Well, after all the comments, research, and my ultimate goal, I have come down to two choices. Perma Gloss or Varnish The varnish will give the old school 60's rod that old school look, which is what I want. Or I can "modernize" it and make it better by going with the perma gloss. Since I have 2, maybe I will do each one with a different finish! Thanks guys!

So I picked up some stuff from another builder in the area (very nice guy, thanks Mike!), and got a few bottles of old epoxy, and a LOT of it. And by the looks, its pretty old since the part A is very clear, but part B is almost brown. It is two different brands, both equally brown. So I decided to test them. All great answers. I wonder if it is an "off the shelf" cheap rod, with crappy guides to begin with. In my area, we are saturated with crappy rods, and EVERY one of the rods my friends have, (mostly ugly stiks), I always see the guide ring pop out of the guide, because the guide has failed, not the ring. Well, I personally wouldn`t ever recommend to the customer to re-use them, unless they are already high quality, or very expensive (like Ti Guides). Micro guides are cheap, so just replace them. However, I would charge, maybe $5 or $10 (for single foot guides on a light rod) to remove all the old guides for re-use, per rod. Then $5 - $7 per guide for labor. Removing guides is quick and painles

So, I won a lot of 16 spools, almost all new! Cost $11 shipped, and they were all A thread. Metalics, PacBay, Guderod, and ProWrap. Those will be perfect! Should use anything over a 50 (5000) for Surf. I am looking at a few 70`s. I personally want to build a surf rod soon, and I think I will go about 12 feet, Heavy power, medium or medium-light action. Although its personal preference, and your height plays a factor, for anyone over 5'10", I would say the longer the better. 10' minimum, and all the way to 14'. Since I am so new to this, I have not yet used Perm Gloss. Would Perma Gloss indeed be my best option for blank overcoat? Can Perma gloss be brought to a smooth and glassy finish? The glass under the varnish, is VERY rough, so Maybe I need to sand it first, to smooth it out a bit, then go over it with Perma Gloss, 4 or 5 coats????

As far as refinishing goes, once the rod has been striped, which method should I use, or is this "preference"? 1. Should I Perma Gloss the entire blank, and then put my under wraps and guide wraps on OVER the perma gloss and flex coat the wraps? 2. I am actually rebuilding a Star rod from 1968, and just saw a friends star that he uses for offshore fishing. I like the rods, they hold up well. His has some kind of coating that turned milky white looking when we rinsed them off after fishing. Made me wonder what they used. Not epoxy. So, tonight I removed the guides. The thread color looks like Navy Blue. But how can I tell what size thread I need to buy? A, B, C, D? I know those are thread diameters, but how can you measure that?

Thank you for the info! That means that this will be my first repair job, and I am excited t give it a shot! I did put an ad on out local CL, and got about 5 people who are willing to part with their rods and reels for about $5 each. One guy has about 35, and he is willing to part with the whole lot, reels and all for $50! Now I have plenty of rod stock, and practice, as well as reels to rebuild.

Well, Thank for the advice! I had read that article. This is a carbon rod, and I don`t have any spare carbon rods laying around, so I was more curious how badly adding a top-up would really affect it, but I will try to get a hold of a carbon rod, and just do the sleeve repair method.
