My blank is the HJ132SPH, 2 - 5 oz. Hatteras Jack (HJ) is now called the Sling Shot series. Is this what you are talking about? It has been thoroughly test cast on a ball field. I used a measuring wheel for getting the distance.
I was getting 110 - 125 yds. with this set up ...

The 30 mm comes before the 8 mm. That is, the 30 mm is closer to the reel spool. The funnel is compressed.

If you are using a conventional reel with bolt holes to accommodate a clamp, then a "Cork Puppy" made by Cutting Edge Tackle may work. It is a half circle clamp with flanges that receive bolts from the reel. They go up to 31 mm. They require a cork tape, or an equivalent bushing.
There is a 25 mm one here in my possession if you need to know any details about it.

The answer to this question interests me, also. For my first attempt at building a fly rod, the REC single foot fly guides (RSFXB) were ordered in their size 6. In my ignorance, the assumption was that the O.D. would match the standard for ceramic guides. When they arrived it was surprising to see how large they are. The I.D. on these guides compares closely to Fuji's size 10 alc

Since you mainly build fly rods, we'll assume you do not have a firm opinion about the length of the grip and placement of the reel seat for this 8' spinning rod. Sorry if I'm wrong and this is redundant. Most of my projects have been 9' and 11' surf rods. So, I will be looking at your situation from this perspective.

Is it a spinning rod, or a casting rod?
What size fish do you anticipate catching? If it will be a white knuckle experience, may I suggest a fore grip of 6" or more.
Surf rods are often held between the legs during use. 12" seems short for the butt.
Surf casting rods often have longer butts than surf spinners.
