Just saying what I would suggest :
Take out your digital caliper for a ride (or any like accurate tool and go on the road).
ie. I would go get my own measurements from any local available and cooperative seller to make results 'cover'
other similar models of that brand, etc.
I have not had to do this too many times (these measurements are re-usable IMHOP).

I understand the underlying principles but as an occasional Sabiki user in the past ; I know there's more to consider, as follows:
#1 Sometimes the Sabiki I would be using, today, happens not to be the style that works best, today. Net effect is expands the time before I can fish for real. Its one of lifes mysteries IMO.

Think of a need of a fit-up using masking tape as your filler material.
choose masking tape which is just narrow enough so that you have no reveal.
Then with digital caliper measure the I.D.of the Butt Cap.
Next, start wrapping (neatly) the tape on the end of the butt until you have just slightly exceeded the Butt Cap ID.

Although most of us, here, discuss ideas mostly about quality tool making , I'll suggest adding a cast-net to your 'repertoire'
might be valuable.
Cast-nets can be made to work well, especially on the Florida shores but they are equally helpful on Marthas Vineyard where I live/fish for the most parts.

Clearly, you should want to begin with an underlying and exceptional blank before expending either $'s or your time, at all !.
I have recycled numerous personal COF rods becoming new faces as NGC spinning rods. All have become a pleasure resulting.
And a new fishing weapon each time.

I build for myself and some friends (ie not a high volume builder). Nevertheless, I would highly recommend using Microsoft Excel spreadsheet (for easier processing) and following the approach from the posting I described about 3 years, past.

I know Reds but not intimately.
I would suggest a LAMI's GLB 84 1M which retails on internet for ~$70 (try SeaIsle) and a GLB 96 1M for ~$80.
The latter is my go-to Bonito/Albie rod on the Vineyard and both do handle most sport species on Bait or lures.
My typical guide layout is BYAG25, BYAG16, BYAG12, BLAG8x5. Spinning reelface ~55mm.

I design NGC rods (spinning) using a little bit of 'math' on an MS 'Excel 2007' spreadsheet(SS).
So, I am able to simulate the '27X' factor, and hence, got an interesting outcome;
I reverse-engineered the specific SS for a Lami GLB 96 1M; 'so to speak' to illustrate (or compare factors) like the '27X factor'.

I am a bit tied-up now; however 'YES' I 'll share what I have.These include: a # of Excel v. 2007 spreadsheets on NGC.
For example: Parts List, Handle-reelseat-WC design, Spinning Reel specs, Guides layout, Guide-ring centerline specs.
These are not universal; I use a lot of Shimano, Fuji and dominantly NGC/spin.
I am not too quick on the draw right now.

Its a fact that rod-tips are sized in whole or fractional increments of 16ths of an inch.
That guage may be handy, but the caliper{especially digital that is easier & accurate} will get your answers, way too many other ways.

Not clear of 'what numbers you are referring'.
I can say that I have a similar blank and the full set of parts purchased, recently from MudHole.
And when I received the blank (never built on Am tack) my 'personal' wag test convinced me to proceed with 'wrapping'. That should happen late this month. It is 'queued up' behind another rod task, a rebuild.

I have re-guided many times with favorite spinning rods and
o clearly, I would never re-guide a rod unless the blank shows a requisite quality threshold (ie our time is too valuable for junk).
o most frequently, I have re-guided to shift from COF to NGC layouts; and thereby gain in qualities available with NGC.(eg better performance).

My rod is a two piece rod to allow for airline travel from Massachusetts and is surely tough enough for Tarpon and Tuna (eg yellow-Fin).
As a rod builder, I had watched the Tarpon tournament at Boca Grand (seen on the Sunshine Channel via DirectTV)
