I built two TFO BVK's (one an 8 wt & one a 9 wt) a couple of years ago. I even broke a tip on the 9 wt by slamming it in a door and they replaced the tip. Both were very nice casting rods for the money. Blanks ran about $125 if I remember right.

Trace,
It's pretty simply, many rods are also sold as blanks, look at all the reviews for factory rods that interest you, go find one at your local shop and test cast it, than order up the blank. Fastest way I know of to increase your learning curve.
I ask everyone I know and people I meet on the rivers to try their rods, many are interested in trying mine also. Worst that can happen is they say no, happens more rarely than you'd think. Many a beer, or drink has been consumed at the lodge bar, or out of a cooler on the river bank talking rods, tackle, etc.

Check out the Bushido Fly Blanks.... I have a lot of great feedback saying customers are choosing them over some of the high priced blanks on feel alone....

We will have all models at the Expo if you want to check them out in person.

I build mostly fly rods. All the suggestions above are more than valid. If you are building for yourself then find a style of blank you like. Some like a super fast graphite for big water while others enjoy the resurgence of fiberglass. All the makers mentioned put out a quality product. If you are going to ICRBE then I'm sure you could kick the tires on a ton of options. Also post in the want ads here. Sometimes builders over have extra kicking around.

The Temple Fork BVK blank in 9 wt. is a rocket launcher, but there are a bunch of blanks for less than $150 out there which are excellent performers. Truth be known, nearly any fly rod blank which doesn't have to cast more than 40' on a calm day or 25' on a windy day will do just fine.

I agree with the TFO BVK and Bushido Fly blanks. I've built for others and personally use both and they're great. I prefer my Bushido over the other. Good luck
