Tell him to go with a 7' one piece, like the IMP-844. I have made and am in the process of making a similar rod on an older Lamiglas blank. I love it, and so does everyone I have made one for.

Plug pulling for steelhead is much different from crankbait fishing, the rods are in rodholders and placed near horizontal in the boat so correct tip action is of utmost importance to maximize the wobble of the bait and to be able to read when the plug is fouled by grass, etc. in the water. The IMP-844 mentioned while a good blank, doesn't work as optimum as say the MHX HS9600-2 from Mudhole would, I mentioned the 2 piece as your client was going so short as if storage would be a problem. Not knowing what he is pulling kind of hampers things as there are many styles and sizes of steelhead plugs. As not all bass plugs can be fished well on one rod, neither can all steelhead plugs.
You could always try one of the 2 or 3 power spin jig blanks from Lamiglas to get decent action in a short rod, Todd Vivian at Mudhole could help as he is intimately educated in all things Lamiglas,

Spencer, what State do you fish for Steelhead in? I am in WA, where we have very fast rivers. Just curious. :>)
