Depends on grips, reeleat, etc. used, if your ordering the blank and components from the same place they will be able to size it and the tip top for you. Re: Seeker CLB 708 Winding Check

Jacob,
If you don't already have one; purchase a decent caliper for making measurements. When a person builds rods, a caliper is used every day for measuring various parts of the rod blank as well as components for the rod.
