Jim
Are you trying to mend in a new tip section - restoring it back to original length or are you going a more simple route by regluing the remaining segments and installing a new tip top? If the latter it's pretty straight forward simply laminating the separated split cane back together with a good wood glue and overbinding with a thick thread until the glue dries. If you are considering restoring this back to the original length (which should be the same length as the other two sections then the repair is much more difficult as new pieces of cane will have to be split, tapered and segmented into (staggered) the remaining existing tip. For that you may have to seek additional assistance if you don't have the correct tools and material.
