Long Bass rod

Here's another unusual request. The fellow wants a 12 - 13' rod that's very whippy to be used with 2 lb. test on a spinning reel to cast 1/16 jig head to pond bass. He's currently using one that he's made from several cut up blanks glued together but now he wants me to build him 2 nice rods. He can cast that jig a really long way with the flip on his wrist and he catches large bass on this arrangement. It looks like one of those old CB whip antennas. Any suggestions for a blank?
